Aid scheme for sustainable aviation fuels (SAF) in domestic aviation in 2025-2027

To accelerate the transition towards green aviation, the Danish government is offering subsidies to offset the higher cost of operating domestic flights using sustainable aviation fuels (SAF) instead of fossil aviation fuels.

The right to receive subsidies under the aid scheme will be determined by a competitive tender procedure, with the beneficiaries being airlines operating on SAF on a domestic air route in Denmark from the time of granting.

The aid period will commence from the date of grant following the competitive tendering procedure and will conclude on 31 December 2027.

The first eligible operation under the aid scheme is expected to be carried out no later than 30 April 2026.

Should an ASTM International standard for SAF allowing blends above 50% be approved prior to 1 July 2026, the scheme will be suspended with effect from 31 December 2026. In the event of suspension of the scheme, notification shall be given to the operators no later than 1 July 2026. A new tender may be issued for the year 2027. In such case, the previous winner will not be eligible for aid in 2027 unless it is successful in the new tender.

The budget for this scheme amounts to mDKK 186 (2025 prices). The aid amount for 2025 is mDKK 21, the aid amount for 2026 is mDKK 83 and the aid amount for 2027 is mDKK 82.

The tender must be submitted not later than 29 September 2025.

The written questions of the tenderers and the awarding authority's answers will be communicated on an ongoing basis in anonymized form via the electronic tendering system to all tenderers participating in the procedure.

Questions must be asked not later than 16 September 2025.

Questions submitted after that date will be answered if they are received in time for the awarding authority to provide the information required and communicate the answers not later than 6 days prior to the deadline for submitting a tender.

The Danish government is offering subsidies to offset the higher cost of operating domestic flights using sustainable aviation fuels (SAF) instead of fossil aviation fuels. The subsidy is intended to cover both the price differential between SAF and fossil fuels, and other additional costs arising from the use of SAF.

The awarding authority will grant aid to one or more tender(s) with the lowest offered price for reducing one tonne of CO2 under the scheme. Please see the tender documents for further details.

Information for winners of the tender

Beneficiaries must submit documentation to the Danish Civil Aviation and Railway Authority for the purpose of calculating the aid to be paid out. The documentation must be submitted no later than the 20th of the following month of the reporting period. The reporting period are determined by the Beneficiary and can be in the interval 1-3 months.

Background and legal basis

In December 2023, the Danish Government, together with a majority in the Danish Parliament, entered into a political agreement titled “Green Aviation in Denmark”.  The purpose of the political agreement is to accelerate the transition towards green aviation and to lead the way to-wards a more sustainable aviation industry. This initiative follows up on the political ambitions set out in September 2022.
